Don't use numbers for anchor links

When we use headings in our articles, the TOC links have a number at the end of them, e.g. -0, -1, -2, etc, etc.
As a result, if we add more headings to pages, or reorder where they are, the numbers at the end will change, e.g. Heading A-0 becomes Heading A-1, say.
If we have used this anchor link somewhere in our CMS, this link will now not work properly and instead simply go to the top of the page, meaning it won't even show up in the broken link checker as technically the link isn't completely broken.
It would be a lot better to simply ditch the numbers at the end (-0, -1, -2, etc). This way, if you reorder headings or add more to the page, etc, any anchor links will still work since there's no longer a need for the number at the end. The only thing different to this would be if you changed a heading, and if this is the case, then this link WOULD come up in the broken link checker as this one would be broken in this instance.

This is now even more of an issue with the new change to accordions showing up in the TOC now.... if anchor links just used the heading title instead of heading title-(number), this would not be an issue...
