We have a set of articles we use as excerpts within other articles via the Inserted Articles feature. It would be helpful to see from the inserted article which other articles are referencing it — that way, we can evaluate the impact of making changes to the excerpt.

Absolutely needed, both when editing (Show incoming and outgoing references) as well as in the Dashboard to see which articles have been re-used so you know that changing them has impacts.

YES!!
Like a "Can Be Found In" section in the article editor. And it would list all the articles that have the current article in it.
