Accordion titles should be H3s or at least customizable

I'm sure people use accordions in several different ways. I typically use them within H2s to provide additional details or as FAQs. As H2s, I have to remove them from the table of contents to make the article make more navigable sense. If they were customizable or automatically H3s, I could keep them in the ToC.
