Adding to this, shift return is a workaround, but any HJ-specific block will break numbering inevitably and the numbering needs to be set manually afterwards to continue on the next n+1.

Suggestion: Introduce a new "Step" Element to the CK Editor that allows us to do "big" steps with any item inside (heading, image, macro etc) . The count should automatically regard all other "Step" elements in the same page. Can also be combined with "normal" numerated lists to create "substeps". chapters.

Have you tried using a soft enter (Shift+enter) before uploading the image? Doing this should keep your numbered list.
