Lock the design tool bar in place for scrolling

it would be great if we could lock the design tool bar when drafting an article so as when you scroll down adding more content you dont lose the tool bar and have to scroll up to click a design tool. does that make sense?

One of the most annoying things about the editor. Or let me choose WHERE I put the toolbar - maybe allow me to put it at the bottom of the editor window so it's always visible?
